India Certification Update: Measurement of Rated Capacity of Lithium Cells and Batteries Under IS 16046 (Part 2)
The Ministry of Electronics and Information Technology (MeitY), Government of India, has issued a new order (No: W-47/14/2024-IPHW) strengthening certification for sealed secondary Lithium cells and batteries.
Beyond existing safety standard tests, manufacturers must now conduct independent measurement and verification of rated capacity for sealed secondary lithium cells and batteries. This move targets misdeclaration practices and aims to protect the interest of consumers.
Regulatory Basis
The standard IS 16046 (Part 2): 2018 for portable sealed secondary lithium cells and batteries under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.
New Test Requirement (Key Focus for Enterprises)
A.The rated capacity for sealed secondary Lithium cells and batteries shall be measured and verified in accordance with the test method for rated capacity specified in Clause 7.3.1 of IS 16047: Part 3.
B.Results shall be reported for compliance under IS 16046(Part 2).
These requirements mean companies need stronger planning for sample preparation, testing timelines, and technical file completeness.
Effective Date
Starting 1st May 2027, the new rated capacity test requirements will become mandatory for:

②Inclusion
③Renewal
All relevant applications must meet this requirement to pass BIS certification review.
