MCM Safety Companion: The Certification Path in the Power Bank Safety Storm

In the first half of June 2025, many universities in Beijing successively issued safety warnings, pointing out that a well-known brand of power bank had abnormal heating and explosion risks during use, and suggested that teachers and students immediately stop using the product.
Subsequently, the brand urgently recalled three types of power banks in accordance with the "Interim Provisions on the Recall of Consumer Products". Another leading brand also promptly announced the recall of some batches of products. The two recalls involved over 1.2 million products in total, setting a new record for monthly recalls in the industry.
Data from the Civil Aviation Administration of China shows that as of the end of June, there have been a total of 15 incidents of power banks smoking or catching fire on domestic flights, nearly doubling the number compared with the same period last year. This series of events has triggered high regulatory pressure and industry vigilance.

The root cause of the problem: From battery cells to material changes, safety loopholes occur frequently
▪ Supply chain out of control
It is reported that the incident originated from the fact that a leading battery cell manufacturer's contract manufacturer illegally replaced the separator material, which led to lithium dendrites easily penetrating the separator during the charging and discharging process of the product, causing a short circuit. The producer lacked effective supervision over material changes, resulting in dozens of brands being implicated.
▪ Illegally changing key components
According to the requirements of CCC certification, if there are any changes to key components and materials of the product after obtaining the certification, an application for change must be made to the certification body and filed for record. The battery cells involved in this accident did not go through the change process, which directly led to the revocation or suspension of the certificate.

Regulatory upgrade: Multiple departments take urgent actions to promote the upgrade of the standard system
▪ CQC Adjusts its certification Model (Effective from May 6, 2025)
Mobile power banks/lithium-ion batteries and battery packs uniformly follow a unique certification model of "type testing + initial factory inspection + post-certification supervision". The test samples will be sampled or sealed from the production site by the designated laboratory and will no longer be sent by the enterprises themselves.

The Ministry of Industry and Information Technology plans to formulate a mandatory national standard for mobile power banks (under public comment)
• Add or intensify safety tests: overcharge, needle puncture, compression, thermal abuse, etc.
• Clarify the safety requirements for key materials: electrode sheets, separators, electrolytes, etc.
• Add requirements for key production processes, product aging safety, and intelligent monitoring, etc.

Civil Aviation Administration
Starting from June 28, 2025, the 3C labels of power banks will be strictly inspected. Products without 3C labels or those recalled will be prohibited from taking domestic flights.
