News Express: Certification Requirements for Energy Storage Products in Taiwan have been comprehensively upgraded

2025-09-02

As Taiwan's energy storage market accelerates its standardization, the period from 2025 to 2026 will become a crucial policy window. The Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan's Ministry of Economic Affairs has recently successively issued a number of new regulations for the inspection of energy storage products, significantly adjusting the regulatory scope and further refining the certification requirements.
For enterprises related to the energy storage industry chain, accurately understanding the requirements of the new regulations and promptly making compliance preparations will be an important prerequisite for seizing the opportunities in the Taiwan market.

【 Regulatory History: Expanded Regulatory Scope】
A.On December 20, 2024, fixed lithium energy storage devices and power conversion systems (PCS) were included in the scope of inspection and will be enforced compulsorily on July 1, 2026.
B.On July 15, 2025, the Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan's Ministry of Economic Affairs revised the draft "Relevant Inspection Regulations for Placement Lithium Energy Storage Devices Subject to Inspection" and "Relevant Inspection Regulations for Power Conversion System Products Subject to Inspection". The scope of fixed lithium energy storage devices and power conversion systems (PCS) has been adjusted from a battery capacity of less than 20kWh to less than 100kWh.
C.On August 5, 2025, the Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan's Ministry of Economic Affairs released a draft of the "Relevant Inspection Regulations for Secondary Lithium Energy Storage Single Battery Pack/Battery (Module) Pack/Battery System Products Subject to Inspection", which limits the battery capacity to be over 1kWh and no more than 100kWh.

From the above evolution process, it can be seen that Taiwan's energy storage regulatory policies have shown the characteristics of gradual expansion and detailed classification. The regulatory scope has been expanded from the initial 20kWh to 100kWh, covering the vast majority of energy storage products applied in the market.
